指出一個長治久安嘅制度，並不能靠一個人嘅道德去維持。民主制度，係一個防腐嘅制度，入面充滿住對人嘅不信任: 將權力分散去唔同嘅機構作制衡之餘，亦都將執政時間作出限制。或者民主制度唔係萬應靈丹，但就可以有效防治做得差嘅人繼續做落去。

以台灣為例，權力可以令一個曾經作為維權律師嘅陳水扁變成貪腐之人，你重會相信執政嘅人嗎? 假設無民主制度，陳水扁係咪會無事? 政治嚟講，相信制度，永遠比相信人好。
